New York, NY, to transmit this bulk commercial advertisement.
This development is surprising due in part to the efforts on the part of AOL the Dulles VA, Internet Service that pushed so hard for the passage of the Can Spam Act. One need only look to recent news accounts showing over 2 million less users on the AOL system to see why they would want to do online promotions to capture back user numbers.
